scaling the Specimen

how to scale the actual frame sizes, dimensions and reinforcement for numerical modeling

Are you using idiana or fx+ for diana.
In idiana you can use the CONSTRUCT PARAMETER command. If you copy parts that all need to stay the same size while you change one you can use the GEOMETRY COPY/SWEEP DEPENDENT command. See manual for more details.
I don't know how to do this in fx+ for diana.
